Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 21st September 2011 at 7.30 pm.

Present: W Porritt (Chairman), E Collins (Vice Chairman), J Talbot, D Hawking, K Whitaker, E Osborn-Hodge and C Wootton (Clerk).

1 Apologies: R Henderson (holiday).

2 Minutes of the meeting held on 20th July 2011.

2.1 Having been previously circulated the minutes were agreed and signed.

3 Matters arising: None.

4 Interests in Agenda, items: None.

5 Den Brook Community Council Update

5.1 Are still debating options for the distribution of funds, no agreement has yet been reached.

5.2 Next meeting will be held on 12th October .Mike Hulme and Clive Lott will attend as Cllr Whitaker will be away.

5.3 RES are seeking a variance of the noise condition.

6 Wind Farm creep.

6.1 Aardvark EM Ltd an environmental consultancy company based in Wiveliscombe has logged screening opinion requests for sites at North Beer Farm, Spreyton; Downhayes Farm, Spreyton; West Hillerton Farm, Bow and Station Farm, Bow. These are for single turbine installations.

6.2 The Bow sites are not on the company's priority list for further work.

6.3 The Spreyton sites are for a different client. Should it be decided to progress either or both sites an exhibition and full consultation with the local community would be held before proceeding to a planning application.

7 Snow Warden Scheme

7.1 David Knowles has been approached to be nominated as Parish Snow Warden and has agreed. Wardens are given training by DCC and while they carry out snow clearance at their own risk, provided clearance is carried out responsibly and within the guidelines of the scheme any third party claim arising from their activities would be covered by DCC's public liability insurance.

8 Moving traffic sign re heavy goods vehicles.

8.1 The proposal to request the sign near Spreyton Barton be moved east into the village will be raised at a meeting with highways on 22nd September.

9 Link Committee/Superlink Meeting

9.1 The Snow Warden Scheme will be discussed at the next meeting.

9.2 At the Superlink Meeting attended by Councillor Hawking it was agreed to make no changes to the present area arrangements.

10 Planning matters: None.

11 Accounts to pay: Audit Commission £60.00.
