Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 21st July 2010 at 7.30 pm.

Present: C Lott (Chairman), E Collins, B Cunningham, E Osborn-Hodge and C Wootton (Clerk). Also R Haywood Smith and M Hulme.

1 Apologies: W Porritt (holiday), Z Grimley and R Henderson.

2 Minutes of the Annual General Meeting held on 19th May 2010

2.1 Having been previously circulated the minutes were agreed and signed.

3 Matters arising: None.

4 Interests in Agenda items: None.

5 Annual review of Clerk's salary

5.1 It was resolved to increase the Clerk's salary to the budgeted figure of £675.

6 Community shop and request for short term loan from Parish Council

6.1 Roo Haywood Smith gave a report to the Council on the current position. A 10 year lease has been granted to the shop association and this has been registered with HMLR. The maximum term that a committee member can serve is 6 years. The official opening of the shop will take place in September. Millwood Homes will build a patio at the front of the building and construct the ground works free of charge. There are currently 19 volunteers on the roster. The outreach Post Office will move into the shop on 10th August - the fittings are already in place The perceived cashflow problems have been eased by quick VAT repayments. "Alco-pops" will not be sold.

6.2 Following a donation of £1000 from Millwood Homes a short term loan from the Parish Council is unlikely to be required but an interest free loan of £1000 for 6

months was agreed in principle if needed.

7 Naming of road on development north of Meadow Rise

7.1 Millwood Homes have asked the Council for suggestions for a name for the road. The Chairman will try to establish the name of the field and advise the Clerk.

8 Extension of speed limit

8.1 It was agreed that there was no possibility of having the existing limits extended.

9 Den Brook Community Liaison Committee

9.1 Mike Hulme advised the meeting that the amount to be distributed to the affected Parishes has been raised to £36k. North Tawton and South Tawton have suggested that the funds be allocated on a per head of population basis - the Council is not in agreement with this proposal.

10 Dog fouling - disposal of excreta

10.1 There have been some problems in the vicinity of the school. The Clerk is to make enquiries regarding the provision of and emptying arrangements for bins from WDBC.

11 Production of Parish Plan

11.1 It was agreed to put the production of a Parish Plan on hold until the new development is completed and changes to the profile of the village are apparent.

12 Link Committee

12.1 The next meeting will be on 1st July. Minutes of the last meeting were placed in the

Circulation File.

13 Planning matters

13.1 Mr & Mrs Cudlipp have submitted an application for an extension to Uncle Tom's Cottage - neutral view.

13.2 An application has been made for the construction of a sand school at Bowbeer Park - neutral view.
