| Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 18th November 2009 at 7.30 pm. Present: C Lott (Vice Chairman), R Henderson, B Cunningham, E Collins, Z Grimley, E Osborn-Hodge and C Wootton (Clerk). Also P Ridgers (Borough Councillor). 1 Apologies: W Porritt. 2 Minutes of the meeting held on 16th September 2009 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: None. 4 Interests in agenda items: None. 5 Budget 2010/2011 5.1 The Clerk produced a statement of reserves and anticipated expenditure showing anticipated reserves at end of financial year of £4718. 5.2 A budget has been drawn up showing anticipated expenditure for the year 2010/2011 of £3844 (including agreed capital expenditure of £1918 for churchyard extension). 5.3 The budget was accepted by the Council. 6 Precept 2010/2011 6.1 Based on the budgeted expenditure it was resolved to raise a precept of £1800. 7 Parish Emergency Plan 7.1 Cllr Lott has produced and circulated an Emergency Plan which was accepted. 7.2 It was agreed to circulate the Plan to all households in the parish (approx. 180) with the Parish Magazine (an additional donation towards the cost of producing the magazine will be made). 8 Bow Medical Practice - update 8.1 Funds have been secured for new premises for the practice. Potential sites have been identified and a meeting will be held with the local planning officer shortly. 8.2 A new female doctor will be joining the practice on 2nd November. 9 Link Committee 9.1 Cllrs Lott and Collins attended the last meeting the minutes of which were placed in the circulation file. 9.2 Cllr Lott has spoken to Jon Cox regarding accidents at the Merrymeet Junction. There are now fewer accidents but they are now higher speed accidents whereas previously they were low speed. He fears that a fatality will result. The problem stems from the access slip lanes being too short. 10 Planning matters 10.1 The application by Mrs C Lamb to convert a barn at The Vicarage has been withdrawn. Consent has been granted for the new village shop. It must be known as the "Village Shop" and work must commence within three years. 11 Accounts to pay 11.1 K Vile £30 for cutting area of Village Green previously cut by P Hall prior to the work being awarded to T Davey. 11.2 Spreyton Village Trust £40 (hall hire).
