| Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 18th March 2009 at 7.30 pm. Present: W Porritt (Chairman), C Lott (Vice Chairman), E Collins, B Cunningham, Z Smith, E Osborn-Hodge, R Henderson and C Wootton (Clerk). Also P Ridgers (Borough Councillor). Members of the public: Mr M Heath and Miss A Lott. 1 Apologies: None. 2 Minutes of the meeting held on 21st January 2009 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: 3.1 Cllr Lott has more application forms for Police Community Messaging system. 4 Interests in agenda items: None. 5 Village Shop 5.1 WDBC planners gave a favourable response at a meeting to discuss plans to build a shop in the pub car park. 5.2 The Village Shop Committee have registered as an industrial and provident society (for the benefit of the community) regulated by the FSA 5.3. A grant of £18k has been obtained from ViRSA to be drawn by October 2009. 5.4 A request has been received and it was resolved that the Council pay the planning fee of £170, consent would be sought for 5 years. Further financial assistance was agreed in principle but not quantified. 6 Problems caused by the recent snow 6.1 It was felt that the situation was reasonably well covered. The existing emergency plan which is on the Parish Website was considered adequate. A list of contact telephone numbers will be placed in the Parishes Magazine. 7 Production of a Parish Plan 7.1 The Chairman recently attended an open day on producing plans. Most parishes are now making or have made plans. 7.2 Drewsteignton are currently producing a plan. Paul Ridgers will arrange for a copy of their draft plan to be forwarded and for one of their plan committee to address a future meeting. 8 Link Committee 8.1 Cllrs Lott and Collins attended the last meeting. A Copy of the minutes was placed in the circulation file. 9 Planning matters 9.1 The new Inquiry into the wind farm has been postponed. 9.2 The application to develop the land north of Meadow Rise will be heard at Committee 31st March at Hatherleigh Community Centre. 10 Accounts to pay: A J Lott £85.10 (website hosting), C E Wootton £312.50 (6 mths salary) & £25.86 (postage and stationery) Cheques drawn: 320 C E Wootton 18.03.09 £312.50 321 C E Wootton 18.03.09 £25.86 322 A J Lott 18.03.09 £85.10
