Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 21st January 2009 at 7.30 pm.

Present: W Porritt (Chairman), C Lott (Vice Chairman), Z Smith, E Collins, R Henderson, E Osborn-Hodge and C Wootton (Clerk). Also Mr R Endacott, PC Nadine Wilson (Neighbourhood Beat Manager) and new PCSO.

1 Apologies: B Cunningham (in Australia) and P Ridgers (Police meeting Middlemoor).

2 Minutes of meeting held on 19th November 2008.

2.1 Having been previously circulated the minutes were approved and signed.

3 Matters arising: None.

4 Interests in Agenda items.

4.1 Cllrs Collins and Osborn-Hodge had an interest in item 9. Cllrs Porritt and Henderson

in item 14.

5 Community Messaging - PC Nadine Wilson

5.1 PC Wilson explained the new telephone messaging system which incorporates all the

existing "Watch" schemes except "Pub Watch". Registration forms were left with

Councillors and additional forms are held by the Clerk.

6 Den Brook Wind Farm New Public Inquiry

6.1 It was unanimously agreed to make no further contribution to the fund at this time.

7 Freedom of Information Act - New Model Publication Scheme

7.1 The old Publication Scheme code has now expired and it was agreed to accept the new

Model Code. The Clerk will complete the necessary procedures.

8 Parish Plan Surgery

8.1 A drop in surgery on Parish Plans is to be held in Hatherleigh Community Centre. The

Chairman will attend.

9 Donations to Spreyton PCC for burial assistance/parish magazine.

9.1 It was unanimously agreed to make donations of £50 and £25 as previously. Proposed

by Cllr Lott and seconded by Cllr Smith.

10 Best Kept Village Competition 2009

10.1 It was agreed to enter this year's competition (no entry fee required).

11 Annual Parish Meeting

11.1 It was agreed to invite a representative of the Royal Devon & Exeter Foundation Trust

to address the meeting. Cllrs McInnes and Ridgers will also be invited to attend.

12 Development of land to the north of Meadow Rise

12.1 Mr Endacott produced the final plans for the proposed development which are now

being submitted to the planning authority. The only change to the plans shown to the

Council is the re-sighting of a block of garages. The Parish Council will support the

application, although reservations regarding the suitability of a development of such

size given the limited infrastructure in the village will be expressed.

13 Link Committee

13.1 The minutes of the last meeting were placed in the circulation file. The next meeting is

5th March in Sampford Courtney Village Hall.

14 Planning matter

14.1 An application has been received from Mr R Stacey for the erection of a sand school at Le Maigne, Spreyton - neutral view.

14.2 An application has been received from Mr R Henderson for alterations to Cawsand Barn, Spreyton including infilling of veranda and insertion of roof lights.

14.3 Cllrs Porritt and Henderson explained the planned alterations and then left the meeting

because of their interest in the application. Neutral view.

15 Accounts to pay

15.1 Previously agreed donations to West Devon CAB, Okehampton Ring & Ride and Spreyton PCC.
