| Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 21st November 2007 at 7.30 pm. Present: W Porritt (Chairman), C Lott (Vice Chairman), E Collins, Z Smith, R Henderson, B Cunningham, E Osborn-Hodge and C Wootton (Clerk). Member of public: Mrs J Porritt. Also PC Nadine Wilson (Neighbourhood Beat Manager). 1 Apologies: None. 2 Minutes of the meeting held on 19th September 2007 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: None. 4 Interests in agenda items. 4.1 Cllrs Collins and Osborn-Hodge had interests in item 7 as PCC members. 5 Budget 2008/2009 5.1 The Clerk produced a Budget showing anticipated expenditure of £2343. 5.2 An as yet unspecified grant to the PCC for churchyard extension may arise; 5.3 It was resolved to adopt the Budget. 6 Precept 2008/2009 6.1 In view of anticipated reserves of £7100 at start of financial year no precept will be raised. 7 PCC request for grant re churchyard extension. 7.1 In view of Parish Council's duty to provide land for burials it was resolved in principle to provide a grant to assist with the churchyard extension on land to be given to the church by the landowner. 7.2 The Council will require more specific details of the sums involved. 7.3 It was suggested that any supply subject to VAT be invoiced directly to the Council as the VAT could then be reclaimed. 8 Request for Donation to Okehampton Ring & Ride. 8.1 It was resolved to make a donation of £100. 9 Request for Donation to West Devon Citizens Advice Bureau 9.1 It was resolved to make a donation of £ 100. 10 Progress re speed activated sign. 10.1 No further news regarding a sign has been received from Devon CC. 11 Village Green - Registration of Title at Land Registry 11.1 To formalise the situation it was resolved to instruct solicitors to register the Council's ownership of the village green at the Land Registry. 12 Planning matters 12.1 As yet it is not known whether Midas Homes will appeal against the refusal of planning permission for the development to the north of Meadow Rise. 13 Accounts to pay. 13.1 T Davey £30.00 - grass cutting. Cheques drawn: 292 Spreyton Village Trust 22.10.07 £30.00 (hall hire) 293 T Davey 21.11.07 £30.00 The meeting closed at 8.25 pm.
