| Minutes of the annual meeting of Spreyton Parish Council held in the Village Hall on Wednesday 16th May 2007 at 7.30 pm. Present: W Porritt (Chairman), C Lott, R Henderson, E Osborn-Hodge, B Cunningham and C Wootton (Clerk). 1 Apologies: P Ridgers (Borough Councillor. 2 Election of Officers 2.1 Cllr Porritt was proposed as Chairman by Cllr Henderson, seconded by Cllr Osborn-Hodge and elected unanimously. 2.2 Cllr Lott was proposed as Vice Chairman by Cllr Henderson, seconded by Cllr Osborn-Hodge and elected unanimously. 3 Minutes of the last meeting 21st March 2007 3.1 Having been previously circulated the minutes were agreed and signed. 4 Matters arising: None. 5 Interests in agenda items: None. 6 Co-Option of two members to fill vacancies. 6.1 Mrs E Collins and Mrs Z Smith had agreed to be co-opted and were elected. 7 Training for new members 7.1 Cllr Cunningham would attend a DAPC training day for new Councillors. 8 Adoption of revised Code of Conduct including optional clause 12(2) 8.1 It was resolved to adopt the revised Code of Conduct with effect from 1st June 2007. Optional clause 12(2) giving members of the Council the same rights to speak at meetings as a member of the public where they have a prejudicial interest for the purpose of making representations, giving evidence or answering questions prior to withdrawing from the meeting was included in the resolution. 9 Parish Representatives on the Standards Committee 9.1 No member wished to stand for election. 10 Adoption of Accounts for year ending 31.03.07/Statement of Assurance 10.1 The Accounts were adopted and the Statement of Adoption in the Annual Return to the Audit Commission signed by the Chairman and the Clerk. 10.2 The Statement of Assurance in the return was completed and signed. 11 Review and renewal of insurance cover 11.1 The level of insurance cover was considered adequate and it was resolved to renew cover with Community First. 12 Proposed footpath Spreyton Cross 12.1 The meeting was adjourned to allow Mr Tolboom from Spreyton Cottage to explain the proposal to the meeting. 12.2 The meeting was re-convened. The proposed scheme was supported. 13 Illuminated speed sign 13.1 An illuminated sign would cost in the region of £4k. Clerk to find out the level of contribution that would be looked for from the Parish. 14 Proposal for a unitary authority for Exeter 14.1 The Council were not in favour of this proposal. 15 Election for DAPC Committee 15.1 No member wished to stand for election. 16 Planning matters: None. 17 Accounts to pay: Community First (Insurance) £198.65.
