| Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 21st March 2007 at 7.30 pm. Present: W Porritt (Chairman), C Lott (Vice Chairman), R Henderson, E Collins, R Brook, E Osborn-Hodge, Z Smith and C Wootton (Clerk). Also P Ridgers (Borough Councillor). Members of the public: 5. 1 Apologies: None. 2 Minutes of the last meeting 17th January 2006. 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: None. 4 Interests in agenda items: 4.1 The Chairman had an interest in a matter in item 14. 5 Parish Website 5.1 Cllr Lott proposed no charge be made for advertising - agreed. 6 Road signage off A30 at Whiddon Down 6.1 The Chairman will attend a meeting with the Highways Agency to discuss changes to the signs to include reference to Spreyton on 28th March. 7 Civic Service 22nd April 2007 7.1 Cllr Collins will attend the Civic Service to be held at Inwardleigh. 8 West Devon Council for Voluntary Service 8.1 Okehampton CVS and Tavistock CVS are to merge and it was agreed that the Parish Council would continue to be members of the new organisation. 9 Housing/homes for the elderly 9.1 An approach has been made to the Council whether it was aware of any need for such housing. The approach was rather vague and the Chairman will seek clarification from Joe Hall who raised the matter on behalf of a third party. 10 May Elections 10.1 Nomination packs were given to all the Councillors. 11 Request for donation to Shelter 11.1 It was decided not to make a donation. 12 Den Brook Valley wind farm 12.1 The meeting was adjourned to enable Mr Mike Humour and members of the DBVAG to address the Council. 12.2 There was a possibility the Planning Inspector's decision could be quashed as the noise conditions were not robustly written and could be unenforceable. Have to decide whether to request a judicial review from the Secretary of State by 24th March. A solicitor has been instructed. The cost of making a challenge could total up to £35,000. The Council was being asked to make a donation to the Den Brook Judicial Review Fund. 12.3 The applicants withdrew from the room and the meeting was reconvened. 12.4 It was resolved to make a one off donation of £1,000 if legal. Advice would be taken from DAPC. 13 Link Committee 13.1 The minutes of the last meeting were placed in the circulation file. 14 Planning matters 14.1 Mr & Mrs Eldridge have applied for listed building consent for alterations Falkedon Linhay - no objections. 14.2 The Chairman left the meeting due to his interest in the next matter. 14.3 Mr & Mrs Porritt have applied for consent for an alternative scheme for an extension at Bargains Farm - no objection. 15 Accounts to pay: None.
