| Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 18th July 2007 at 7.30 pm. Present: W Porritt (Chairman), C Lott (Vice Chairman), Z Smith, B Cunningham, R Henderson, E Osborn-Hodge and C Wootton (Clerk). Also P Ridgers (Borough Councillor). Members of the public: 8. 1 Apologies: E Collins. 2 Minutes of the meeting held on 16th May 2007. 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: None. 4 Interests in agenda items: 4.1 The Chairman had an interest in item 11 - Planning matters. 5 Devon Community Foundation 5.1 Melanie McLoughlin from the Foundation gave a presentation to the Meeting as to how the Foundation might administer any Section 106 gain monies as an endowment for the benefit of the Parish. The permission of WDBC would be required to use some or all of any funds and Midas Homes would have to agree to sign over the funds permanently. The funds would be invested and grants could be made annually from income for specific projects. 6 Development to the north of Meadow Rise 6.1 The Chairman drafted comments expressing the Parish Council's Objections to the number proposed dwellings, the density of the development, the unsuitability of the design of the proposed dwellings and the layout of the development. The development site was stated to be 0.8 hectares in the Local Plan but in the application was stated to be 0.92ha. 6.2 Cllr Ridgers said that there were significant problems with sewage. 7 Annual review of Clerk's salary 7.1 It was resolved to increase the Clerk's salary to £600 per annum. 8 Request for donation to Vitalise 8.1 As no parishioner benefited from this charity, no donation would be made. 9 Standing Order re members of public's right to speak 9.1 It was resolved to adopt the following Standing Order: 1 "Members of the public attending meetings Members of the public attending meetings have the right to speak at the meeting for the purpose of making representations, giving evidence or answering questions," 10 Link Committee 10.1 The minutes of the last meeting were placed in the circulation file. 11 Planning matters 11.1 The Chairman left the meeting as the applicants for the first proposal were His daughter and son in law. 11.2 Application by Mr & Mrs D Halsey to erect a garden shed at Bargains Farm - no objection. 11.3 The Chairman rejoined the meeting. 11.4 Application by Mr & Mrs P Nickells for removal of equestrian occupancy condition at Chapelthorne, Spreyton - no objection. 12 Accounts to pay: None. 13 Code of Conduct Training 13.2 The new training material regarding the revised Code of Conduct was Given to all Councillors. A member of the public (Mrs P Tucker) raised an issue concerning what she considered to be an omission from the minutes of the meeting of 16th May 2007 regarding the co-opting of two people to fill the vacant places on the Council. Mrs Tucker had made it known informally and prior to" the meeting that she would like to be considered for co-option. At the meeting she was not proposed by any Parish Councillor and was not a candidate for election. At the meeting Mrs E Collins and Mrs Z Smith were proposed, seconded and elected unanimously.
