Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 20th September 2006 at 7.30 pm Present: W Porritt (Chairman), C Lott (Vice Chairman), R Brook, Z Smith, R Henderson and C Wootton (Clerk). Member of public: Mr M Heath. 1 Apologies: E Collins, E Osborn-Hodge and P Ridgers (Borough Councillor). 2 Minutes of the last meeting 19th July 2006 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: None. 4 Interests in agenda items: None. 5 PC Wilson - Neighbourhood Beat Officer 5.1 PC Wilson did not attend the meeting as arranged. 6. 30 mph limit at north of the village. 6.1 The speed limit signs have now been moved to the north of Davey's Platt. 6.2 The "30" roundels have still not been marked - promised for completion spring 2005. 6.3 The Chairman adjourned the meeting to allow Mr Heath to speak on this. 6.4 The Chairman reconvened the meeting. 6.5 The Clerk will write to DCC in Okehampton and send a copy of his letter to Cllr J Mclnnes (DCC) asking for his assistance in getting the roundels marked and to request a survey into speeding in the Thorn Park to Davey's Platt area. 7 Footpath maintenance 7.1 The non-maintenance of one footpath will be raised with DCC. 8 Parish Council representative on Village Trust 8.1 It was resolved that Cllr Porritt would be the Parish Council representative on the Village Trust (as shown on the list of current Trustees). 8.2 As Parish Council representative there is an automatic dispensation under the Code of Conduct to discuss and vote on matters relating the Trust. 9 Broadband Link for Parish Council 9.1 It was resolved to pay connection and other costs for connection of the Clerk's computer to Sky Broadband for Parish Council use - no monthly subscription. 10 Deed of Grant Bargains Barn - consideration 10.1 The net sum of £8156.62 has been received and banked. 10.2 Stones fees were £500.00 + VAT of £87.50 which is reclaimable. 11 Dangerous seat on Village Green. 11.1 The seat has been attended to by Cllrs Lott and Osborn-Hodge and is no longer dangerous for the time being. 11.2 The hedge by Bush House is overhanging the Village Green. This will be considered again at the next meeting. 12 Planning matters 12.1 The Public Inquiry into the wind farm application by RES Ltd will commence on 22nd November in the Charter Hall, Okehampton. 13 Accounts to pay: None.
