Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 15th November 2006 at 7.30 pm Present: W Porritt (Chairman), C Lott (Vice Chairman), R Henderson, E Collins, E Osborn-Hodge, R Brook, Z Smith and C Wootton (Clerk). Also P Ridgers (Borough Councillor). Member of public: 3, and Mr R Endacott. 1 Apologies: None. 2 Minutes of the last meeting 20th September 2006 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: The "30" roundels have now been marked. 4 Interests in agenda items:4.1 The Chairman has an interest in a matter in item 13. 5 Budget and precept for 2007/2008 5.1 Reserves as at 31.03.07 are anticipated to be approximately £10285. 5.2 Budgeted expenditure is anticipated to be £1774 and budget was adopted. 5.3 In view of the level of reserves it was resolved to make a nil precept. 6 Footpath maintenance 6.1 DCC will be contacted regarding maintenance of the lane leading to the rear of Bargains Farm. 6.2 The cobbled path to the church gate needs cleaning again. It was resolved to ask Trevor Davey to clean the path. 7 Stones in lay by near Ryders Beer 7.1 Cllr Henderson will speak to M Hann regarding this. 8 Hedge overhanging Village Green 8.1 This will be considered again at next meeting. 9 Donation request by West Devon Citizens Advice Bureau 9.1 It was resolved to make a donation of £100. 10 Link Committee representatives 10.1 Cllr Lott will attend the next meeting in place of Cllr Porritt. 11 Public Inquiry re wind farm at Den Brook 11.1 The inquiry will commence on 22n November. 11.2 The Chairman will attend on behalf of the Parish Council and will submit a prepared statement re the visual intrusion the wind farm would cause. 12 Housing development to the north of the village 12.1 The landowner Mr R Endacott addressed the meeting. 12.2 He is in negotiation with a developer but contracts are not yet exchanged. 12.3 He has to pay for sewage and drainage upgrades. 12.4 If any Section 106 monies have to be paid by the developer he will try to get them ring fenced into an endowment fund for the benefit of the village. 13 Planning matters 13.1 The Chairman left the meeting as he has an interest in the application to be discussed. 13.2 An application has been made by Mr & Mrs I Bouget for an extension at 2 Newlands Farm, Spreyton - no objection. 14 Accounts to pay: None.
