Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 15th March 2006 at 7.30 pm. Present: Mr W Porritt (Chairman), Mrs E Collins (Vice Chair), Mr C Lott, Mrs Z Smith, Mr E Osborn-Hodge, Mr R Henderson, Mr R Brook and Mr C Wootton (Clerk). Also Cllr J McInnes (Devon County Council). 1 Apologies: Cllr P Ridgers (WDBC) 2 Minutes of the last meeting - 18th January 2006 2.1 Having been previously circulated the minutes were agreed and signed. 3 Matters arising: None. 4 Annual Parish Meeting 4.1 Cllr P Ridgers (WDBC) and Mr A Noon (North Area Planning Officer) will address the meeting. 4.2 Cllr McInnes was attending this meeting as he is unable to attend the APM. The County Council have budgeted for a 4.9% rise in Council Tax with a total budgeted expenditure of £669m. Detailed information regarding DCC's planned expenditure for 2006/07 was placed in the circulation envelope. 5 Best Kept Village Competition 5.1 It was resolved to enter the competition again this year. 6 Statement of Community Involvement 6.1 The final draft of the West Devon Local Development Framework, Statement of Community Involvement was placed in the circulation file. 7 Parish Councils IT Survey 7.1 DAPC have asked Parish Councils to complete a questionnaire on the availability of IT to Councils and Councillors. The form was completed at the meeting. All Councillors have access to a computer. 8 Link Committee 8.1 Cllr Collins gave a report to the Council and a report was placed in the circulation envelope. N Padfield is willing to become Chairman providing the workload of attending meetings etc. was spread between other members of the Committee. 9 Main drainage in the village 9.1 There was further flooding from the main sewer recently. SWW have investigated and found that part of the pipe has collapsed. Repairs will be carried out. 10 Planning matters 10.1 Planning consent for the proposed wind farm at Den Brook has been refused. 10.2 Mr & Mrs Chave are appealing against refusal of planning permission to erect a dwelling within the garden at Cessiand House. 11 Registration of title of village green. 11.1 It was resolved to instruct the Council's solicitors to register ownership of the village green at the Land Registry. 12 Bargains Barn, Spreyton - access - District Valuers's Report 12.1 The Chairman and Mrs Porritt left the meeting. 12.2 The District Valuer has agreed a consideration of £8750 with both sides meeting their own costs. 13 Accounts to pay: None.
