Minutes of a meeting of Spreyton Parish Council held in the Village Hall on Wednesday 18th January 2006 at 7.30 pm

Present: Mr W Porritt (Chairman), Mrs E Collins (Vice Chair), Mr E Osborn-Hodge, Mr C Lott, Mr R Brook, Mr R Henderson and Mr C Wootton (Clerk).

Member of the public: Mrs J Porritt.

1 Apologies: Mrs Z Smith and Mr P Ridgers (Borough Councillor).

2 Minutes of the last meeting - 30th November 2005

2.1 Having been previously circulated the minutes were agreed and signed.

3 Matters arising: None.

4 Amendments to Register of Interests.

4.1 The Clerk reminded Councillors of the need to advise the Monitoring Officer of any changes.

4.2 Cllr Henderson is no longer a member of a Freemasons Lodge and will amend his record.

5 West Devon Mayoral Awards

5.1 No nomination will be made.

6 Annual Parish Meeting

6.1 The Annual Parish Meeting will be held on Wednesday 29th March.

6.2 It was decided to invite a Planning Officer, Cllr J McInnes (DCC), Cllr P Ridgers (WDBC)

as speakers and request a presentation on recycling and sustainability from WDBC.

7 Donations to Spreyton PCC re Churchyard Upkeep and Parish Magazine.

7.1 It was resolved to make donations of £50 and £25 respectively.

8 Planning matters.

8.1 Planning consent has been granted to Mr I Baker for two dwellings adjacent to Ashdown Spreyton after amendments to the original plans.

8.2 Planning permission has been refused to Mr & Mrs Ritchie for a barn conversion.

8.3 Planning permission has been refused to Mr P Garrard for sighting a mobile home.

8.4 Planning permission has been refused to Mr M Hutchinson for erection of a conservatory.

9 Planning Policy Matters

9.1 It was resolved to keep the existing system and judge each application on its merits.

9.2 The Chairman left the building so that the next item could be discussed.

10 Bargains Barn, Spreyton - access.

10.1 It was resolved to grant a permanent right of access across the existing entrance over the Village Green and to the laying of a water pipe to the property across the green.

10.2 It was resolved to appoint the District Valuer to establish a proper consideration for granting the permanent rights.

10.3 A request has been received to allow temporary access across the Village Green for the purpose of repairing and weatherproofing the wall adjoining the green, opening up of an existing window, inserting a new small window and for re-roofing the building. This will involve the erection of scaffolding. The Council has on previous occasions allowed temporary access for building work and it was resolved to give consent. As the temporary access is for a term of less than 7 years no consideration has to be obtained. There is also a statutory right of access to adjoining property for maintenance.

10.4 The building work and erection of scaffolding will necessitate the removal of a bush

growing against the wall of the building restricting access and causing damage. Letters have been received from Mr L Sanders and Mr K Vile stating that the bushes have been growing on the green for more than 40 years and in their view should not be tampered with. Confirmation has been given in writing to the Council by the applicants' solicitor and building consultant that the bush will be replaced with a similar bush or one to the choice of the Council in a more appropriate position so as to cause no further damage in the future and not obstruct maintenance. It was agreed that this was reasonable and acceptable to the Council.
