Introduction
The Parish Council has
produced a plan to help our community cope with emergencies brought on by
extreme weather conditions or deal with other emergencies (traffic accident,
fire) until the emergency services get here.
One of the main elements of
our plan is the
Household Emergency Plan.
Most of our parishioners
will have this or a similar plan or will have considered the impact of extreme
weather and other emergencies on their household and will be reasonably prepared
should they happen.
Background information to
this is that in the late 1970s the village was cut off by snow for ten days and
earlier in the 1970s part of the parish had no electricity for over two days.
As well as the Household
Emergency Plan we have a Parish Emergency Plan to coordinate our community's
efforts and resources. This will help Spreyton parish become more resilient.

HOUSEHOLD EMERGENCY PLAN
The
household plan is for you to use at home. It will help you and your family
prepare for an emergency. The plan will let you record potential dangers in and
around your home and put into place ways of dealing with them.

WHAT ARE THE
POTENTIAL DANGERS?
Discuss
the dangers of fire, severe weather, floods and other possible emergencies.
What action will you take in response to each situation? Put the details in

cut off for days due to Heavy Snow |
Maintain
stores of Food, Heating Fuel and any medical supplies you may need that will
sustain your household over a week or more when there is a high risk of
Snow. Patronage
of the community shop will insure its ability to supply food should the
village become isolated. |

Prolonged power cut due to severe weather |
Have an
alterative method for cooking food (e.g. camping stove) and heating your
home. Fridges will fail but Freezers will stay frozen for a long time if
kept closed (you may consider getting a small generator). |

Prolonged failure or contamination of mains water supply |
Do you
have access to a ground water supply or bottled water can be purchased from
Spreyton community shop. |

Minor or
flash flooding |
Make
sure your House drains and Road drains near your house are clear and
working. |
|
Flu
pandemic (Swine flu) |
Establish ‘flu friends’
– friends or relatives who can help if you fall ill. Keep paracetamol - based
cold remedies in the house. Check on elderly or vulnerable neighbours. |

DURING SEVERE
WEATHER CONDITIONS – GO IN, STAY IN, TUNE IN.
It may
not be possible or safe to travel in severe weather. Schools have emergency
plans so pupils will be cared for. Listen to local radio and TV stations for
updates. |

EVACUATING YOUR HOME
In some cases you may need to leave your home for
your own safety. If so, A Rest Centre will be provided either at the Village
Hall or Spreyton Primary School. If you can, you may wish to stay with
friends or family who are not affected.

PARISH
EMERGENCY PLAN
The Parish Council will provide a link to Borough and
County Council as well as the Emergency Services.
If landline telephones are not working this will be done
using mobile phones.
We will maintain a list of parishioners who are medically
trained (doctors & nurses). In the event of an accident or emergency where
people are injured we will use this list to get help until the emergency
services arrive.
We will maintain a list of contacts of people with
equipment and expertise in the fields of engineering, snow clearance and road
maintenance. Also local farmers will often clear the roads of snow, as this is
necessary for them to feed their cattle and sheep.
The types of equipment that is available locally are
telescopic handlers, chainsaws, angle grinders, electricity generators
(often though these are fixed not mobile) sand bags (stored at Spreyton primary
school) and the parish
council maintains a store of road salt held by our parish clerk.
It may become necessary for some people to evacuate their
home or be moved to a place of safety. If it is needed an emergency reception
centre can be set up at short notice at the village hall or Spreyton primary
school. This would provide a place of shelter that is warm, has tables, chairs,
areas to lie down, toilets, and facilities to cook and prepare meals.
If the emergency services need to land a helicopter at
Spreyton then the areas best suited for this are the playing field next to the
village hall car park grid ref SX702966, the field to the south west of Spreyton
cross grid ref SX700967 or the field to the west of Nethercott lane grid ref
SX695967.
Should an emergency occur the members of the parish council
would use their list of contacts together with their knowledge of Spreyton and
the prevailing conditions to assess the situation. They would then coordinate a
suitable response using the resources detailed in this plan. This will reduce
the impact of an emergency until normal conditions return.
